SURREY – Another Indo-Canadian man is dead in the latest gangland style shooting in Surrey.
The Integrated Homicide Investigation Team (IHIT) is calling on the public to help further its investigation into 19-year-old Harman Singh Dhesi , who found inside his vehicle with gunshot wounds and later succumbed to his injuries.
On Sunday, December 27, just after 10:30 p.m., emergency services were called to the area of 137A Street and 90 Avenue in Surrey, B.C. for a man in a vehicle needing medical assistance. Police food Dhesi with gunshot wounds and taken to hospital where he later died.
IHIT is investigating with the assistance of the Surrey RCMP and the B.C. Coroners Service. The IHIT Teams from the Lower Mainland RCMP have also been called out to assist with evidence gathering.
Police said the victim was known to police and his shooting is believed to be a targeted incident. Investigators will be working to determine motive.
“The initial phase of any investigation is critical for us as we move quickly to secure time-sensitive and perishable evidence,” says Sergeant Frank Jang of IHIT. “We are appealing to anyone with dash cam video to secure the footage and to contact us immediately.”
Anyone with information is asked to call the IHIT information line at 1-877-551- IHIT (4448), or by email at ihitinfo@rcmp-grc.gc.ca. Should you wish to remain anonymous, please contact Crime Stoppers at 1-800-222-TIPS (8477).
The killings continued on Monday as another shooting took place on December 28th at approximately 7:32 pm, when the Surrey RCMP responded to an incident in the 11000 block of 148A Street to find a 14-year-old boy suffering from gunshot wounds. He later died of his injuries
Emergency responders arrived on scene to find a 14-year-old male dead with gunshot wounds. He had arrived in the area by taxi. No one else was harmed as a result of this incident and the taxi driver is cooperating with the investigation. A dark sedan was seen quickly leaving the area after the shooting.
At around 8 p.m., a vehicle on fire in the area of 214 Street and 76 Avenue was reported to the Langley RCMP. Investigators are working to determine if this vehicle is related to the Surrey homicide.
The victim was a resident of Burnaby and was known to police. The shooting is believed to be a targeted incident and investigators will be working to determine motive.
“IHIT will be working closely with the other I-Teams, the Surrey RCMP, the Langley RCMP and the B.C. Coroners Service to further the investigation,” says Sergeant Frank Jang of IHIT. “It has been a busy past 24 hours for IHIT as we continue to push ahead on the latest cases.”
“Most of us cannot begin to fathom that someone as young as 14-years-old could be shot and murdered; it’s very disturbing,” says Sergeant Elenore Sturko, Surrey RCMP Media Relations Officer. “There will be an overt presence of police in the community with an increased number of officers conducting targeted enforcement across the city.”
While the police have identified the 14-year-old boy who was shot and killed Monday night but his father says his son, Tequel Willis, was delivering car keys to someone in Surrey, B.C., when he was gunned down.
Speaking from his home in Kelowna, David Weisgarber told CBC he believes Tequel was set up by someone who called him the night of Dec. 28.
"He took a cab at seven o'clock and went to Surrey ... and he took some car keys which were to be delivered to somebody at that location. They apparently told him they had sold a car and they needed the keys," Weisgarber told CBC.
"When he was getting out of the cab looking at his phone ... a guy got out of a vehicle that pulled up and just started shooting."
Weisgarber said Tequel was shot a number of times.
Police have not identified Willis by name but said a 14-year-old was shot in a targeted hit as he was stepping out of a taxi near 148A Street and 110 Avenue in Surrey on Dec. 28.
These two shootings over consecutive days come after another shooting the previous week.
The Surrey RCMP General Investigation Unit (GIU) investigated the December 18 shooting with ties to gang activity, in Newton.
Shortly before 2 a.m. on December 18, Surrey RCMP responded to a report of shots fired in the 6200-block of 132A Street. Surrey RCMP responded to the call and found evidence confirming that a shooting had occurred. While the residence was occupied at the time, no one was injured.
Early indications are that this was a targeted incident connected to the Lower Mainland Gang Conflict, with no on-going risk to public safety.
This shooting came after a woman was killed in a gangland shooting in the Newton area of Surrey.
