SURREY – Another Indo-Canadian man has been charged in the mistaken identity killing of an innocent man from Surrey.

Twenty-one-year-old Jasman Basran has been criminally charged in connection with the homicide of Andrew Baldwin in Surrey, B.C. on November 11, 2019. Basran’s arrest and charges come two men were charged in January, including another Indo-Canadian man.

On May 20, Basran of Surrey was arrested by IHIT and charged by the B.C. Prosecution Service with accessory after the fact to murder in Andrew Baldwin’s death.  He will appear before a judge in B.C. Provincial Court on Thursday.

“The evidence trail that our investigators have been following for the past several months has led to another arrest and a third man charged in the case,” says Sergeant Frank Jang of IHIT.  “The investigation still remains active as we believe we have yet to arrive at the end of the trail.  We continue to urge those with information to come forward.”   

The RCMP’s Integrated Homicide Investigation Team (IHIT) said the victim of a killing in the 10700-block of 124 Street in Surrey on Nov. 11 was

Police had earlier charged Jagpal Hothi and Jordan Bottomley with first degree murder in connection with Andrew Baldwin’s killing.

In January this year, Hothi and Bottomley were arrested by IHIT and later charged by the B.C. Prosecution Service with first degree murder for Andrew Baldwin’s death. Both accused men appeared before a judge in B.C. Provincial Court on January 27, 2020.

Police had said at the time that there was no information to suggest the Baldwin brothers’ killings were connected. Keith Baldwin’s murder was described as targeted but police have not said if the men arrested are linked to both brothers’ killings.

There was a great deal of coordinated effort by our investigators and many partners this past weekend that has resulted in charge approval, says Sergeant Frank Jang of IHIT.
